Making Prepaid Safe for Consumers: A Framework for Providing Deposit Insurance and Regulation E Protections, provides information on consumer protections needed for prepaid cards. In particular, it examines the Consumer Financial Protection Bureau's authority to require that funds loaded onto prepaid cards be federally insured through either the Federal Deposit Insurance Corporation (FDIC) or the National Credit Union Administration (NCUA). The study, commissioned by Pew, was written by Catherine Lee Wilson, associate professor at the University of Nebraska College of Law. It is scheduled for publication in the University of Pennsylvania's Journal of Business Law in April 2015.
