Carter Harms
PROFILE
Carter Harms helps lead Pew’s energy modernization project, working with state and federal policymakers to modernize the grid to meet increasing energy demand.
Prior to joining Pew, Harms was a legislative adviser to Illinois Governor J.B. Pritzker on a portfolio of issues, including energy, transportation, the environment, and human rights. In that position, he supported the passage of the bipartisan Climate and Equitable Jobs Act that committed Illinois to a 100% clean energy goal by 2050.
Harms’ experience in Illinois also includes serving as a chief of staff in the state legislature and as a legislative director for a state agency. Harms holds a bachelor’s degree in political science and urban studies from Wheaton College.
