Jake Horowitz

PROFILE

Jake Horowitz oversees Pew’s safety and justice portfolio, which brings together the research, solutions, and momentum that decision-makers need to transform the nation’s civil and criminal justice systems. Currently, the portfolio focuses on public safety performance, mental health and justice, and civil legal system modernization. Through research, consultation, partnerships, and engagement, Horowitz and his team help government officials identify emergent trends and adopt evidence-based solutions to challenges in our legal systems. Horowitz previously led Pew’s public safety performance project, where he and his team helped policymakers advance data-driven policies and practices in the adult and juvenile sentencing and corrections systems that protect public safety, ensure accountability, and contain costs.

Before joining Pew, Horowitz was a legislative fellow in the U.S. House of Representatives, a social science analyst with the U.S. Justice Department’s National Institute of Justice, and a counselor and teacher with Eckerd Youth Alternatives.

Horowitz holds a bachelor’s degree in history from Reed College and a master’s in public policy from Harvard University’s John F. Kennedy School of Government.
