Carter Harms

PROFILE

Carter Harms helps lead Pew’s energy modernization project, working with states to accelerate the adoption of electric vehicles, develop a clean and reliable electric grid, and increase renewable energy solutions, such as offshore wind.

Prior to joining Pew, Harms was a legislative adviser to Illinois Governor J.B. Pritzker on a portfolio of issues, including energy, transportation, the environment, and human rights. In that position, he supported the passage of the bipartisan Climate and Equitable Jobs Act that committed Illinois to a 100% clean energy goal by 2050.

Harms’ experience also includes serving as a chief of staff in the state legislature and as a legislative director for a state agency. Harms holds a bachelor’s degree in political science and urban studies from Wheaton College.
