In February, Virginia became the most recent state to pass legislation allowing online voter registration, joining 13 other states that permit it. (Three more states are expected to implement online voter registration soon). The bill passed with unanimous support in the Virginia Senate and nearly unanimous support in the Virginia House of Delegates.Online registration is expected to cost the state $81,000 to implement in the first year, then $20,000 per year thereafter for data storage. But the state should expect significant net savings over the use of paper-only registration. Previous research shows that processing a paper form costs 83 cents compared with just 3 cents for an online registration, a difference of 96 percent.
